About Us

Public procurement is increasingly recognized as a strategic function that plays a critical role in using public funds for sustainable and green development, fostering economic growth, and achieving benefits to society while minimizing environmental impacts. Modern procurement systems based on the principle of value for money on a whole lifecycle basis is essential for effective public investments. Sharing best practices in this context has become an instrumental foundation for better results of public investments.
The initiation of the Procurement, Integrity, Management and Openness (PRIMO) Forum (previously called Public Procurement Knowledge Exchange Forum) by the World Bank in 2005 was an important innovative milestone towards sharing knowledge and experience in public procurement reform. It also provided peer-to-peer capacity building to participating countries.
As improving the capacity for public procurement along the whole cycle is fundamental to the development of any country, the PRIMO Forum has transformed into a leading event for procurement specialists in the ECA Region.
The interest of international organizations in the PRIMO Forum has grown during the last years. While the first Forum was sponsored only by the World Bank, the 16th PRIMO Forum attracted five more international organizations as co-sponsors: Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), Islamic Development Bank (IsDB), the European Investment Bank (EIB) and Organization for Economic Co-operation and Development (OECD). Furthermore, representatives from additional countries, partner organizations, and academia followed the invitations to speak at the different PRIMO Forums.
From the certification of a significant number of procurement officers to the introduction of electronic government procurement (e-GP) in several ECA member countries, the cooperation among public procurement experts through the annual PRIMO Forum during the past decade and a half, has resulted in tangible development outcomes. As the scope of this Forum and the benefits for all member countries of this community of practice continue to grow, the PRIMO Forum continues to promote transformational change in public procurement through further strengthening regional and global cooperation and through greater support from international organizations.

Objectives of 2024 PRIMO Forum

Considering the current challenges caused by global warming, and importance of environmental and social issues, the main objectives of this Forum are (i) to provide an opportunity for public procurement agencies of participating countries to learn and share their experiences and practices in public procurement with a special focus on public procurement as a tool to support transformation to circular & green economy through public procurement , and (ii) to promote and foster regional and global cooperation and networking to improve the quality of public procurement outcomes for better service delivery to the citizens.

Theme of the Forum: “Sustainable and Green Procurement for Circular Economy”

The objective of a circular and green economy is to maintain the value of products, materials and resources in the economy by closing material loops and minimizing waste generation. The role of public procurement has been recognized as an important opportunity that has not yet been fully exploited by governments. To achieve a green and sustainable public procurement for benefit of society and environment, as well as economy, there are perceived challenges that need to overcome, such as: policy & legal limitations, limited understanding on the part of politicians and budget holders, prioritizing short term gains over long term economic benefits, inflexible procedures and attitudes, ingrained lowest price mentality, limitations of annual budget mechanisms, misinformation and misconception, absence of standard documents with sufficient flexibility, absence of sector based guidelines, difficulty to decide on which approach to take - just to name a few.
Country teams will use the opportunity created by forum to share their experience, best practices, and achievements in addressing challenges including: (a) policy perspectives on transformation to circular & green economy, and on sustainability in public procurement; (b) ensuring sustainability in public procurement in transformation to circular & green economy and respective challenges in upstream procurement planning (before contract award); (c) challenges and possible solutions in downstream procurement / contract management (after contract award); (d) the power of procurement technology and digitalization to propel sustainability, (e) market readiness, (f) monitoring tools, etc.

Host and Participants

The Donor Partner meeting of the PRIMO Forum held on May 10, 2023, approved Georgia’s candidacy to host the 17th PRIMO Forum in Georgia. As in previous years, the Forum will be co-sponsored by the Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), the Islamic Development Bank (IsDB), the World Bank (WB), as well as European Investment Bank (EIB) in cooperation with OECD, and other interested development partners.
The Forum is normally attended by around 100-120 people. These generally include high level government officials responsible for public procurement in 24 ECA member countries and representatives from ADB, IsDB, EBRD, EU, SIGMA, EIB, OECD, WTO, UNCITRAL, WB and others. In average, two participants from each country are invited to travel to Tbilisi to attend the forum.

Results

In addition to gains from networking, the summary and key takeaways of the presentations and panel discussions will be documented and shared with all participants.

Format and Sessions of the Forum

There will be panel discussions and experience-sharing, as well as brief interventions on sustainability, transformation to circular & green economy in public procurement, with adoption of respective policies; procurement technology and procurement digitalization; sustainable procurement planning & contract management. Representatives from participating countries will have the opportunity to share their views and experiences in different panels which are moderated by development partner representatives, as well as by the representatives of Georgia. All panel sessions will include specific country experiences and lessons learned related to the Forum theme.

    Field Trip & Networking by Georgian State Procurement Agency (SPA): Departing from Courtyard Marriot to Mtskheta at 11:00 and reach Mtskheta (an old historical town bordering Tbilisi, that used to be capital of Georgia centuries ago).
    • Delegation will be hosted by guided tour in Mtskheta archeological museum for one hour.
    • Delegation will walk for 15-20 minutes to Svetitskhoveli Church (which is a very beautiful ancient church and was the main cathedral of Georgia for many centuries), with a guided tour of the Church
    • Delegation will head to Saguramo vinery at 16:00 (a 20 minutes’ drive) and its restaurant. There delegation will enjoy (i) a guided tour for production of various wines and Chacha (Georgian vodka / grappa made from pomace of grapes); (ii) making Georgian traditional Khinkali, Churchkhela, Shoti breads by themselves; and (iii) having dinner with Georgian cuisine with dances and songs.
    • Departing to Tbilisi at about 21:00 to be in Courtyard Marriot in about 30 minutes.

The event will take place in Tbilisi, the capital city of Georgia from May 29 - 31, 2024. We expect participants to arrive in Tbilisi on May 28, 2024, and depart on June 1, 2024.

PRIMO Forum conference rooms are reserved at Courtyard Marriott hotel. The delegates will also reside in the same hotel. The organizers will pay for rooms for all country delegates, speakers and expert guests centrally. Donor Partners will pay for their own accommodation and travel costs. Located on Freedom Square in the heart of capital, Tbilisi, Courtyard Marriot hotel features the vibrant spirit of the modern city. The hotel building fronts The Freedom Monument, commonly known as the St. George Statue. It is a memorial dedicated to the freedom and independence of the Georgian nation. Unveiled in 2006 in Tbilisi's central square, the monument of granite and gold is 35 meters in height being easily spotted from any point of the city.

The hotel is within walking distance from Kartlis Deda monument. The statue was erected on the top of Sololaki hill in 1958, the year Tbilisi celebrated its 1500th anniversary. Prominent Georgian sculptor Elguja Amashukeli designed the twenty-meter aluminum figure of a woman in Georgian national dress.

Payment of Per Diem, Taxi and Visa related Costs for Delegates

There will be no per diem payable to any country delegates. However, based on actual receipts, the World Bank will process reimbursement of meals on the days not covered by the Host and organizers, taxi, and visa related costs. Daily allowance to cover such meals should not exceed 40 US Dollar. Transportation cost in the home country as well as in the visiting country should not exceed 100 US Dollar per country to cover both ways from/to Airport.

AIR TRAVEL

The air tickets for Country Delegates will be arranged with the assistance of the World Bank country office staff in each participating country. Country delegates are requested to make sure that their travel requests have been prepared and approved by the World Bank contact person. The permissible class for travel is “economy”. An approved trip request will also help in processing the reimbursement requests, if any.

AIRPORT TRANSFER

Participants are requested to make their own arrangements for transportation from/to airports in their home country and in visiting city of Tbilisi, Georgia.

Please keep receipts to claim reimbursement through the relevant World Bank Country Office upon return.

The duration of the trip between the airport and the Courtyard Marriott Hotel is approximately 20 – 40 minutes, depending on the traffic.

Be aware of cases, taxi drivers scamming incoming visitors: Do not pay more than 100 GEL/35USD for transfer.
